"getwork" has long been unused on mainnet, and mostly unused elsewhere as well. It generates work by a method that cannot keep up with the demands of the modern network.

As such, it is planned to remove "getwork" in the next release. Most if not all pool servers have switched away from "getwork" years ago.

To be clear, they switched to "getblocktemplate" and "submitblock" which provides a much more flexible and scalable way to do mining. This is explained in https://en.bitcoin.it/wiki/Getblocktemplate .

As there doesn't seem to be any objection, we may go ahead and merge https://github.com/bitcoin/bitcoin/pull/4100 (which among other things removes the getwork RPC).
