New tool to assist in BIP 340-342 review: tap

Hello,

One of the tools I am maintaining called btcdeb (Bitcoin Script Debugger) has a new experimental branch "taproot", which builds on top of the WIP taproot pull request to Bitcoin Core, and contains a new command line tool called "tap".

Tap allows you to compose taproot and/or tapscript outputs, both for funding and spending.
