Lightning and payment channels
Payment channels predate the Lightning paper of 2015, and the list is where the pieces were argued out: malleability fixes, CLTV and CSV, eltoo, channel factories, anchors. Most Lightning discussion moved to its own list in 2015, but the base-layer changes it needs still come through here.
